Sarah Oyer

Sarah is a healthcare attorney specializing in provider and managed care contracting and regulatory compliance. She has extensive experience supporting clients across the healthcare industry as they navigate complex and evolving regulatory frameworks. Her clients include managed care organizations, hospitals and health systems, treatment centers, and provider groups. 

Sarah drafts and negotiates agreements among health care payers, providers and suppliers, regionally and nationally. Her counseling regularly addresses privacy, telehealth, fraud and abuse laws, corporate practice of medicine, and other laws governing internal operations and the delivery of health care services.

Before joining Hatfield Knivila, LLC, Sarah practiced at Stoel Rives LLP and previously worked at K&L Gates and Bennet & Bigelow, building deep experience in health care regulatory and transactional matters.

When she’s not at her desk, Sarah enjoys hiking and cross-country skiing with her husband in the Pacific Northwest, playing violin and piano, and traveling. She also enjoyed a hiatus from law practice while living in Shanghai and exploring Asia with her family when her children were young,

Experience

  • Managed Care & Provider Contracting

    Drafts and negotiates agreements between managed care organizations and network providers and suppliers, including template contracting suites and deal-specific terms. Advises national and regional MCOs and CCOs on Medicare, Medicaid, and state insurance agency requirements that affect network contracting and ongoing relationship management.

  • Healthcare Regulatory Compliance & Risk Management

    Counsels health care organizations on the regulatory requirements that shape internal operations and business arrangements. Provides practical compliance and risk analysis across a broad range of issues, helping clients identify solutions that align legal requirements with operational realities.

  • Telehealth, Scope of Practice & Prescribing Compliance

    Advises providers on telehealth compliance and multi-state practice considerations, including scope of practice, prescribing rules, and physician supervision requirements. Helps organizations implement services and policies that support compliant delivery of care across different regulatory environments.

  • Privacy & Confidentiality

    Counsels clients on HIPAA, 42 CFR Part 2, and related state privacy requirements, with particular experience supporting behavioral health and substance use disorder treatment programs. Designs patient authorizations and consent forms and advises on release-of-information workflows that align with applicable privacy standards.

  • Fraud & Abuse and Corporate Practice of Medicine

    Evaluates fraud, waste and abuse and corporate practice of medicine issues in connection with transactions and ongoing business arrangements. Advises on structuring and operational safeguards for management services arrangements and other models where regulatory alignment is critical.

  • Strategic Transactions & Provider Alignment

    Provides regulatory support for mergers, acquisitions, and affiliations, including transaction-related diligence, risk assessment, and contracting. Drafts and negotiates professional services agreements and other provider alignment arrangements among hospitals, health systems, and physician specialty groups to support compliant and workable clinical relationships.
